The Analysis of Demand and Supply of Elver (Anguilla japonica) Industry and Evaluation of the Online Reporting System of Elver Fishing in Taiwan / 台灣鰻苗產業供需分析與捕撈量通報系統之評估

碩士 / 國立臺灣海洋大學 / 水產養殖學系 / 97 / This paper is to understand the status of supply and demand of elver industry and to evaluate the establishment of online reporting system of elver fishing in Taiwan. Through interviews to understand the problems of elver fishing and industry structure, and by collecting the relevant regulations on elver fishing, selling and exporting for reference in different countries to establish the regulations on elver fishing in Taiwan. After comparing the data from Taiwan elver fishing data online reporting system with those from Chinese eel weekly reports, then made some recommendations and solutions to improve the online reporting system.
There are three major problems in elver industry: 1.The operation cost of elver in the cultured eel accounts for nearly 60%, and it fluctuates sharply. A method should be developed to reduce volatility. 2. Smuggling Elver to Japan caused the shortage of Elver supply to the domestic market on time. 3. Elver online reporting system did not reflect the data in line with the actual situation, there is still room for improvement. The suggestions for improving the Elver online reporting system are as follows: 1. The four counties of Changhua, Yunlin, Chiayi, and Tainan have to be included in the system. 2. Increase the elver broker in the investigation list, and define the relationship between broker and dealer to avoid double recording the sale of Elver in order to avoid repetition. 3. Understand the percentage of data from overlapped area. 4. Put more man power in main fishing areas to do efficient information collection 5. Print brochure to strengthen advocacy.
In order to effectively curb the smuggling, since we know the route and the period, it can easily be controlled by employing law enforcement agents to check smugglers. Strict laws against smuggling should be put in place in order to increase the risk of costs of both smugglers and farmers, which will increase the purchase cost of Japanese eel and reduce smuggling. It will indirectly force the Japanese eel farmers to require their government to abolish the regulation of limiting the exportation of elver only in certain period of a year. In terms of resource conservation point of view to establish the regulations of elver resource management, Japan and other countries’ regulations for elver can be followed. The elver license for fishing, acquisitions, exports, etc. should be adapted. For sustainable management, strict enforcement of the law has to be conducted.
