A Study of the Relationship between Landing Spots in Taiwan of China Stowaways and Oceanic Conditions / 大陸偷渡犯於臺灣地區上岸時空與海象關係之研究

碩士 / 國立臺灣海洋大學 / 海洋環境資訊學系 / 97 / This study collects interview information of accommodated illegal immigrants from China during 2001-2008. The number of 8,654 data is screened from a total of 11,251 data using MYSQL and VBA function of EXCEL. The data is analyzed and compared in terms of hour, month, season, year and geographic areas. It is further cross-analyzed with marine and meteorological conditions. The results show that illegal immigrants tend to approach the shore and land under the cover of the night during a period lasting from 21:00 to 04:00 of the successive day. The hot spots for landing are concentrated in Taipei County, Keelung City, and Yilan County with about half of the actions within these areas. From tidal analysis, the time of spring tides shows a similiar trend with the daily average counts of illegal immigrants over the entire year, indicating that it is easy to carry out the action for approaching the shore and landing without the help of spring tide. Additionally, since the illegal immigrants tend to inform each other in assessing risks and safety factors, landings are respectively concentrated in specific months within each of the three areas mentioned above; and because of the “Narrow Effect” resulting from the north-east monsoon combining with the terrain of Central Mountain, marine meteorological conditions in the Taiwan Strait are rough from October to next April, therefore less people landed ashore in this period than in other times. On the contrary, in the period of July to September, although being a typhoon season, the marine and meteorological conditions are relatively stable as long as no typhoon is occurring; therefore number of illegal immigrants increases in this period.
