A Strategy for the Development of Matsu Ports after Cross-Strait Direct Shipping / 兩岸直航後馬祖港埠發展策略

This thesis is mainly aimed at the development of Matsu Ports after direct cross-strait shipping between Taiwan and China, which divvy the market of Matsu Ports. The study used a SWOT analysis to analyze the strategy of port management. Meanwhile, by using Delphi Method, DM, we selected 5 aspects (Tourism Development, Facilities, Resources Integration, Management Style and Air-Sea Shipping League), 16 rules and 3 schemes (Ideal Facilities, Business System, Strengthen Small Transaction). Moreover, native researchers could apply AHP and Expert Choice Software to evaluate the condition between Taiwan and Matsu. The top 5 strategies are as follow: 1.Government sponsorship. 2. Ports upgraded. 3. Active life circle between China-Matsu. 4. Port privatization. 5. Customization products. The three schemes are as follow: 1. Ideal Facilities. 2. Business System. 3. Strengthen Small Transaction. We expect this datum, which is from an objective point of view, could provide the organizer’s reference.
