Application Study of Satellite Service Systems in Fleet Manageme / 衛星通訊系統導入船隊管理的運用研究

碩士 / 國立臺灣海洋大學 / 航運管理學系 / 97 / Abstract

As the development of today’s technology, satellite communication is commonly applied to language, data, images, multimedia and other wireless network transmission in our daily life. It also becomes a trend and a necessity for a shipping company to establish a satellite connection network system to establish a real time communication with its vessels from its on-shore bases.

The purpose of this study is, from the shipping company’s point of view, to propose a new satellite communication system which can efficiently control and resolve the long-distance management issues. The system is also aimed to improve the effectiveness of the operation and management of fleet so as to improve navigation safety.

Documentations of the previous studies showed that the applications of the maritime satellite communications is confined only to the display of the navigational electronic charts, ship propulsion systems, and the services of search and rescue. The long-distance communication system is applied mainly to the usage of medication, care, education and training only. There is little documentation shows how the satellite communications system can be adapted by a shipping company to protect its own interests.

In this study, from the view points of the shipping company, cases studies are adopted as the research methodology. From the results of these cases, an overall macroscopic perspective point of view is thus established so as to optimize a model of a satellite communication system for a shipping company.

As “F” shipping company is now currently promoting the application of a satellite communication system as a remote monitoring system for its management, “F” company is chosen as the case study of this research. This study concludes that the dynamic fleet management control (in a broad sense) and the safety of navigation and management can be improved via the establishment of a satellite communication system, such as an “Organizations Dedicated Network (INTRANET)”. The establishment of this proposed INTRANET system for a shipping company in the future can be considered as an achievement of innovational knowledge management for the economical management.
