碩士 / 國立臺灣海洋大學 / 教育研究所 / 97 / The purpose of this study is to investigate the relationship between organizational learning and organizational culture in the Taiwan learning government. It includes the characteristics of the organizational learning and the organizational culture, and the factors affecting the relationship between the organizational learning and the organizational culture.
The research employs the triangulation of data collection methods, including the questionnaire survey, the interviews, and the document analysis. The three main findings are as follows.
1. The organizational learning consists of six characteristics, including empowerment and directions of the leadership, integration with the relevant jobs, the transparent promotion systems, the discussion climate of the teams, the attractive learning activities, participation in outside teaching activities.
2. The government is in the process of organizational cultural change. The factors affecting the cultural change include the market orientation, the ambitious leadership, the facilitator from behind, the congruent goals, and network community.
3. The relationship between organizational learning and organizational culture is interactive. Innovative culture facilitates organizational learning; organizational learning develops organizational learning culture.
(1).The five organizational factors facilitate organizational learning, including the innovative directions, hierarchical structure, organizational congruence, teamwork cooperation, stability emphasis.
(2).The four organizational learning strategies develop the learning organization, including the attractive learning activities, ethical curricula, the discussion climate and the network community.
