A Study on Safety Navigation of Ro-Ro Passenger Ships-case on Liner Ship Tai-Ma / 駛上/駛下客船航行安全之研究-以臺馬輪為例

碩士 / 國立臺灣海洋大學 / 商船學系所 / 97 / The Ro-Ro Passenger Ship has been extremely popular on many shipping routes recently. It is the major transportation for a substantial numbers of passengers and freights along the coastlines and between the islands. With its convenience, it flourishes rapidly. Because of the difference from other vessels, the Ro-Ro Passenger Ship has been found many defects on its hull design, construction, and equipments. Hence, there have been a lot of disturbed accidents happening in the recent time. The studies of causalities have proven that a series of shipwrecks resulted from stress of weather. The hull structure was not rigid enough to prevent the water from flooding into the ship after the damage or collision. The cargo securing devices could not effectively fasten the loaded vehicles and cargos. Once the ship got hit by stormy waves, all the vehicles and cargos were displaced and collided. They even burst into the flames. When the ship tilted, it became unstable. Due to the loss of stability caused the ship to capsize and sink. All of the incidents led to enormous loss of lives, properties, and vessels.

In response to these incidents, the International Maritime Organization (IMO) has adopted a series of amendments to improve and regulate the hull structure, equipments, stability, and securing devices of the Ro-Ro Passenger Ship’s. It has demanded the vessel country and Port State Control (PSC) to reinforce their supervision and inspection for this kind of ship. Meanwhile, anyone who works on the ship has to accept different kinds of trainings. Hopefully, staffs on the Ro-Ro passenger ship will better address the future needs of the passenger ship industry and provide the best service for the passengers.

In Taiwan, not quite a few Ro-Ro passenger ships are operated. Still, they play an important role in transporting passengers and cargos between Taiwan and off-shore islands. For this kind of domestic or coastline routes, the international convention cannot enforce regulations on these ships and trainings of the staff. In Taiwan, most of the Ro-Ro passenger ships which purchased from foreign countries are the old-fashioned and shabby. And those who work on the ship never accept extra professional trainings. Navigating on such the dangerous waters between Taiwan and off-shore islands during winter exposes the passenger ships to a great danger. Lack of inspection standards, staffs’ trainings, safety operations, and management regulations make the safety of passenger ships another worry.

Navigation safety of the Ro-Ro passenger ships is a matter of life and death. In addition to considering the problems of shipping enterprises and vessels, the management department of the government should make an effort to work together with the society to gradually establish the transport safety and management system, in hope of ensuring the navigation safety. Taking the Tai-Ma liner transporting between Taiwan and Matsu as an example, this study intends to research on its navigation safety and related managements. Hopefully, the conclusion and suggestions could provide safety navigation standards for the government and shipping business as a reference for the amendment of related regulations, inspection standards, safety management, and staffs’ training and supervision. In doing so, it is hope that the marine accidents will be substantially prevented in the future.
