碩士 / 國立臺灣海洋大學 / 商船學系所 / 97 / Implementation of port state control is aimed at strengthening maritime safety, protecting the marine environment, and improving the living and working conditions for the crew on board. With the signing of the Paris Memorandum of Understanding came into effect, the establishment of regional Port State Control System to maintenance maritime safety has become an important consensus worldwide. While it is true Taiwan takes the responsibility of the flag state control, we havn’t entered anyone of the regional Port State Control organizations at this stage. The efficiency of the PSC inspection will be affected because Taiwan carries out the PSC by itself. There are many Tokyo MOU member states around Taiwan. In order to avoid sub-standard vessels be detained by the Tokyo MOU member states, the ship owner will arrange the shipping schedule to berth the harbor in Taiwan. It will be a major threat for the marine environment around Taiwan.
Thus, this study will establish a set of model to choose the order of the ship inspection for Port State Control Officers. After reviewing related literature, the Tokyo MOU, the Paris MOU, and the priority for the ship inspection for PSC of USCG, the questionnaire survey is taking to experts and the information of ten member states on ship detention in Asia-Pacific region is collecting. And then, seven evaluation factors of obvious evidence, ship owner, ship class association, ship flag state, history, ship type, and ship age, and four evaluation factors of deficiency item, ship age, ship type, and ship class association are both established. By the grey relational analysis, we compare the difference between the two models above and establish a priority of the ship inspection for Taiwan’s PSCO. It may reduce the times of the ship inspections which are unnecessary. Sub-standard ships which need strict inspections will not be neglected examining by chance and synchronize with the international inspection. And then port state control will enhance commonly, and eliminate security risks of sub-standard ships of foreign nationality calling at the port in Taiwan.
