碩士 / 國立臺北教育大學 / 教育政策與管理研究所 / 97 / The purpose of this study was to explore the present situation, problems, objective, and feasibility of policy of the marine education in Taiwan. Hoping to gather each aspect’s opinions provides relative parties with the reference of driving the policy of the marine education. This study adopted method of document analysis and questionnaire survey. By using Stratified cluster sampling, for a total of 689 subjects of serving at schools and educational administrative organizations. The collected data was analyzed by descriptive statistics, independent sample t-test, one-way ANOVA, Multi-Regression Analysis. According to the results of questionnaire, the conclusions of the study are listed as follows:
1. Marine education is one of the educational policies which worth being promoted.
2. The declaration and practice of the marine education policy whitepaper helps promote marine education in Taiwan.
3. The content of the marine education policy whitepaper is objective and practical.
4. The marine education is disregarded permanently in Taiwan ,it was influenced not only by those eight problems but also by the other difficulties.
5. Practicing the marine education policy in Taiwan should reach eight goals at least.
6. The fourteen concrete strategy and other measures support to practice the marine education in Taiwan.
7. Being a country of the ocean, our government should refer to the international conventions, formulate the basic laws of the ocean and promote these affairs of marine education.
8. Besides emphasizing those local characteristics, practicing the marine education should also catch up with those international aspects.
9. Budgeting the particularly budget to practice the marine education of all or different levels of administrative institutions and schools is necessary in Taiwan.
10. Declaring the marine education for the mass of our society is necessary and should be reinforced.
11. The professional developments of marine vocational schools helps practicing the marine education.
12. The content of the curriculum about the marine education lack of integrated and inconsistent planning, the proportion of the marine education is still low in the textbook of senior high schools and primary schools.
Based on the conclusions, some suggestions were given for educational administrative organizations, parents, industry and the further research.
