The Study of Local Civil Servants to Promote Public Participation─Case of The Five Villages and Towns in The North Coast / 地方公務人員推行公民參與決策之因果模型分析-以北海岸五鄉鎮公所為例

碩士 / 國立臺北大學 / 公共行政暨政策學系 / 97 / This thesis uses a case study on the five villages and Towns in the north coast of Taiwan. In order to understand the influencing factors of promoting public participation, this research is based on Articles published in journals by Yang and Callahan and combines with theories and frameworks such as stakeholder theory, trust model so as to find out the influencing factors. The purposes of this research are as follows. First, to investigate which social or political groups is helpfull on the implementation of public participation; second, to understand the factors Impeding the implementation of public participation; third, to explore if the attitude of local civil servants does affect the outcome of people's participation; fourth, to understand whether the implementation of citizen participation benefit from the local civil servants trust of the people.
All the data valid samples were analyzed by using factor analysis, correlation analysis, one-way ANOVA, and regression analysis. The findings of this research go as follows:(a)seniority makes everything different in the cognitive of local civil servants(b)friendly attitude of the civil service, experience, assistance from representatives of the people and non-profit organizations, people's assistance, have a significant effect on the implementation of public participation(c)the use of participatory mechanisms does influence the decision-making process of local civil servants.
