This research focuses on Shanyuan, Taitung as research backdrop of marine ecotourism. From its experience in marine ecotourism development, questionnaires targeted at tourists and local citizens are utilized to investigate the impact awareness of marine ecotourism of local citizens from recreational experience, environmental and economic aspects.
The findings of this research indicate that in the aspect of recreational experience, tourists are generally satisfied with the planning of marine ecotourism guides. In addition, marine ecotourism guides are helpful in raising the overall satisfaction level of tourists and simultaneously high expectations are made in regards to a more complete tour guide system. However in areas of facility satisfaction, tourists consider that much improvement is still necessary in service facilities of Shanyuan marine ecotourism community.
In the aspect of environmental impact, this research reveals that most tourists are satisfied about the overall management policies regarding fishery and environmental conservation, but holds negative opinions regarding large-scale land development. However, local citizens hold a different opinion in this aspect. This research discovers that ecological tour guides are helpful in raising positive tourist awareness. However, the development of marine ecotourism is still in the early stage of development and local citizens have yet to participate on a more comprehensive level, thus they do not have personal experience regarding the economic benefits of marine ecotourism, which stands in sharp contrast to the environmental impact awareness of tourists. The local citizens may even feel that the current fishery and environmental conservation policies may affect their personal interests, and on the other hand think that large-scale land development is the key in creating work opportunities. This research suggests that government and relevant agencies should be actively involved in the counseling of environmental impacts that these citizens are facing and seek a balanced development in marine ecotourism development and in the interests of local citizens.
In the aspect of economic impact, local citizens are optimistic about the current vision of marine ecotourism development. However, as the economic benefits are not equally distributed among the local citizens due to resource allocation to fishery industry and discrepancies in the understanding of the planned and designated Fushan closed fishing grounds, much awaits to be negotiated and come to an understanding. This is also one of the greatest challenges faced in the promotion of marine ecotourism.
According to the results of this research, the future community marine ecotourism model should be developed based on a balance between environmental conservation and community economic benefits. Community should be the central focus of ecotourism development and through promulgation of ecological conservation and economic benefits, community citizens could be more involved in the participation of ecology and ecotourism development. Furthermore, local academic units are encouraged to assist in the development of marine ecotourism in compliance with government policies so that greater results could be accomplished in the development of marine ecotourism community.
