Operation Planning for Public-Investment Corporate-Operated Helicopter Transport Services to Promote Sightseeing Industry in Penghu / 以公辦民營直昇機運輸提升澎湖觀光產業的經營規劃

碩士 / 國立臺灣科技大學 / 工業管理系 / 97 / High mobility helicopter service is a suitable carrier alternative to offer low capacity cross-island traffic as well as in-air sightseeing transport with appropriate operation and management. Under stimulations of legal casino investment, the integration of international hotels, casinos and attractive tour sites into perspective developing plans may enhance the overall sightseeing potentials around Penghu Islands. A new tour plan design among Penghu Islands using helicopter transport may include Ma-Kung, Wang-An, Chi-Mei, and Hu-Jing sea castle into a special in-air sightseeing program to highlight Penghu’s attraction.
Constrained by entrance obstacle in helicopter operation, a business model on “public investment corporate operation” is proposed in this thesis. Government invests the initial helicopter fleet procurement and system installation to openly recruit and commission licensed general aviation to operate helicopter services for 10 year contract. The regular fare basis for island people and tourists can be evaluated under considerations of any feasible business model that 10 year revenue can cover fleet renewal, offer island emergency and medical service, and daily transportation.
Based on the created helicopter transport service in Penghu Islands, this thesis establishes a cost benefit assessment model to determine feasible fare basis to maximize corporate profit, prompt island people traffic, and elevate Penghu sightseeing industry in an extensive “public investment corporate operated” transportation business. A flexible management strategy and operation model will lead helicopter transportation service to enhance Penghu’s casino development toward future prosperity. It is expected that the casino business pushes the sightseeing industry into a new era.
