碩士 / 國立高雄海洋科技大學 / 航運管理研究所 / 97 / Due to the effect of cluster perspective on the competitive advantage of shipping industrial sectors, shipping cluster issues have been prevailed in European countries in the recent, whereas a few related themes or papers were published in Taiwan.
After studying literature review of the European countries Shipping cluster research and gathering information about industry clustering research, we analyze four mechanisms(covering trust , intermediaries, leader firms and solutions to CAP’s (Collective Action Problems) of governance quality for shipping cluster in Kaohsiung port based on Importance-Performance Analysis.
The paper’s finding is illustrated that the most important and the satisfactory degree of the four governance mechanisms is trust. That’s means trust is the most influential factor of governance quality for shipping cluster in Kaohsiung port, and also is reliable between companies of shipping cluster. Besides, the reputation of leader firms is recognized as an important factor by those companies of shipping cluster. The port manager and cluster community should improve the competitiveness of the port with advantages of shipping cluster. Finally we argue that the port manager have to strengthen internationalization and marketing perspectives to develop the shipping cluster synergy and hold cooperative relationship with industry cluster communities covering Export Processing zones, Science Parks and Industry Parks, etc.
