The Development Strategy of Recreational Fishery at Bisha and Badouzi Fishing Ports in Keelung City / 基隆市碧砂及八斗子漁港休閒漁業發展策略之研究

碩士 / 中國文化大學 / 巿政暨環境規劃學系 / 97 / Due to the rapid growth of the economy in recent years, the public’s willingness to engage in leisure activities and the demand for high quality recreation has risen along with the increase in national income and standard of living. According to the Tourism Bureau’s 2004 Survey of Travel by R.O.C. Citizens, the Taiwanese took 109.34 million domestic trips in 2004, which totaled an average of 5.70 trips per person each year mostly for the purpose of “tourism, rest, and vacation” (82%). Evidently, leisure travel has become an important part of life in Taiwan.
Keelung is a typical harbor city in Taiwan, and since it is located next to the densely populated Taipei Prefecture, it has become the preferred location for short-term marine tourism in Northern Taiwan under the two-day weekend policy. Under these circumstances, the fishery authorities of Keelung City are actively promoting coastal tourism to create a distinctive tourism and entertainment industry in order to prompt the vigorous development of fishing activities by restructuring and revitalizing traditional fishery.
Due to numerous restrictions and controls on coastal land use instigated by Taiwan’s unique geographical location and political environment, the planning and development of recreational fishery at the island are not as mature as they are abroad. Therefore, this study aims to examine recreational fishing regulations and development strategies at home and abroad by researching the current status of Bisha and Badouzih recreational fishing ports in Keelung City and conducting a comprehensive analytical investigation on the emerging issues of existing development strategies through an AHP (analytic hierarchy process) questionnaire survey of experts and scholars. This study will also discuss the efficiency of current land use planning in order to form a sustainable development strategy for recreational fishery at Bisha and Badouzih fishing ports, which can be used as a reference for the future development of recreational fishery in Taiwan.
