A study of Hainan island''s tourism development form the perspective of tourism industry / 以旅遊業觀點探討海南島觀光發展

In 1988, the Taiwan Government first lifted the restriction for Taiwanese tourists to visit their relatives in China. This had also opened the opportunity for Taiwanese to go sightseeing and travel in Hainan Island. From 1989, a of 38 thousand Taiwanese visited Hainan Island, and the total number of visitors reached a peak of 150.5 thousand in 1996. However, the number of tourist started declining after 1996 and reached its lowest figure of 33.2 thousand in 2003.
“If you have never been to Beijing, you wouldn’t know how low your official rank as a government officer your shortage really is. If you have never been to Shanghai, you wouldn’t understand your lack of money. If you have never been to Hainan Island, you wouldn’t know your health is not in good condition.” This humorous Chinese saying gives hints about the atmosphere of tourism in Hainan Island. It makes many Taiwanese travelers believe that traveling and sightseeing in Hainan Island means the same thing as a trip of visiting prostitutes. This so called common belief is the reason for both the success and failure of the tourism industry in Hainan Island in the past.
The development of the tourism industry in Hainan Island has boomed due to the combination of the government of China actively implementing Reform and Open Policy, as well as the continuing improvement of tourism facilities in Hainan Island. In general, the number of overseas visitors and visitors from Mainland China keeps on increasing while the number of visitors from Taiwan has declined.
In this study, the Tourism area life cycle theory is used to explore this particular phenomenon. This study found out that the number of Taiwanese visitors to Hainan Island has reached the end of its Tourism area life cycle however it is also at a rejuvenation stage and hence more designed attractions are required to attract tourists from Taiwan.
The frequently used SWOT Analysis among businesses is performed in this study to analyse the advantages and disadvantages for the internal environment, plus the opportunities and threats from the external environment. In addition, the TOWS matrix is then used to come up with the corresponding strategy in the hope to provide the ground for the travel industry in Taiwan when planning travel itinerary to Hainan Island.

Conclusion:
1. The reduced numbers of Taiwanese visitors to Hainan Island is due to the poor reputation of sex tourism.
2. In order to successfully reverse its sex tourism image and attract more overseas and local visitors, the local government needs to improve its facilities and conditions for tourism in Hainan Island, conducting large-scale activities to improve its visibility internationally.
3. The increased numbers of Taiwanese visitors to Hainan Island is due to the change of tourism image.
