Process and Impacts of the Coast Guard Administration Organizational Change / 海岸巡防署組織變革歷程與影響之探討

碩士 / 世新大學 / 行政管理學研究所(含博、碩專班) / 97 / This study is based on Coast Guard Administration as well as its auxiliary institutions and units as the study targets, to explore the changes in economy, politics, society, technology and international circumstances due to external environments, or due to the internal problems that need to be solved in the systems of internal personnel matters, budget allocation, organizational integration, cultural identity, etc., since the foundation of Coast Guard Administration until now. Therefore, according to “Restraining Forces” and “Driving Forces” in Kurt Lewin’s “Force Field Analysis” that produce organizational changes, and at the same time according to the stipulation of the 27th Article in Organizational Law Of Coast Guard Administration, Executive Yuan, saying “After the law is implemented, the arrangement, installation and organization of this Administration’s auxiliary institutions should be reviewed and adjusted again, which should conform to the principle of developing coast guard first ; the time-limit should be 3 years, and it can extend for 1 year if necessary.”, Coast Guard Administration is given with the legal basis and developmental directions for organizational adjustment. This study adopts Leavitt’s Change Model to explore the entire progress of organizational adjustment in the three aspects of structural approach, technical approach and behavioral approach, aiming at the period of organizational change and adjustment (2000~2008) and the period of organizational transformation (when Department of Oceans or Department of Homeland Security in Department of the Interior was founded). Related problems of organizational changes and organizational performance are understood through the ways of in-depth interview and secondary analysis. Finally, the study’s conclusions and suggestions are proposed.
