Due to business decline in the Ximen Business District, Taipei Municipal government expressed that the district should center from what is currently the parking structure, which presently obstructs pedestrian walkways, and the introduction of stream of vehicles from the parking structure impacts pedestrian safety, along with the outdated appearance of the parking structure that does not compliment the metropolis landscape, the Taipei Municipal government has proposed a long-term plan to demolish the existing parking structure. Since presently there is not any literature on the assessment of public parking structure demolishment in the business district, the focus of this research is to evaluate the “Ximen Restoration Plan” as proposed by the Taipei Municipal government, on its suitability by investigating the variance on the demolition decision and the public’s opinion on the topic, then to recommend the best plan to the government for consideration.
This research utilizes the Emei Parking Deck in the Ximen Business District as the perimeter of the study, and applying the Analytic Hierarchy Process (AHP) as the evaluation process on Emei Parking Deck, and then uses Group Decision-Making with Multiple Qualitative Criteria (GDMQC), to derive the most suitable plan. Next, the research conducts questionnaire, differentiates the stakeholders into five groups: industrial, governmental, educational, and public opinion (to include congressman and mayor), for a total of 30 surveys.
Based on the questionnaire from the stakeholders (M 16), the evaluation revealed that in the five stakeholders groups, aside from the mayor’s opposition to demolition, industrial, governmental, educational, and congressman stakeholders are in favor of the demolition. In and effort to create stability to the demolition plan, the study performed a sensitivity analysis thus enhancing the stakeholders mutual recognition standard by 2/3 (M 20). Its result revealed that “demolition” of the parking deck is still the most suitable plan; the study then again gives the quantification sensitivity analysis to confirm the objectivity of the qualitative sensitivity analysis, and yield consistent results.
Finally, this research suggested that Emei Parking Deck is situated in the essential location of the Ximen Business District, that considering the limited land resources, the parking structure truly does not maximize the land’s potential. In addition, this parking structure has been in use since 1975, surpassing 35 years, the building’s outward appearance is obsolete, providing a disadvantageous visual appeal in view of a metropolis landscape. It is obvious that the demolition plan to transform Ximen Business District is a mutual recognition amongst the stakeholders, and is worth the Taipei Municipal government’s reference and to promote the restoration plan of the metropolis business district.
