The Study of the Relationship between Risk Management Mechanism and Investigation Activity in Coast Guard Administration-The Case Study of Southern Coastal Patrol Office / 海巡署風險管理機制對查緝活動關係之研究─以南部地區巡防局為例

This research is based on the viewpoint of risk management when Southern Coastal Patrol Office faces for the smuggling cases, and then provides cause analysis of smuggling and risk management strategy for the related departments of government.
This research is based on the significant smuggling cases that have been ferreted out in recent years. This study collected, arranged, and did the statistical analysis about these cases, and proposed strategies and suggestions of risk management that was obtained from the realistic example analysis taken from questionnaires. Inaddition, this study applied expert questionnaires to investigate the effect of the risk management policies during anti-smuggling activities of Coastal Patrol, and the results will offer a clear path to monitor the similar activities .
This study used Stratified Sampling, to collect the data and 135 samples of the members of The Reconnaissance Brigade of Southern Coastal Patrol Office be used, Inaddition, Descriptive Statistics Analysis, Factor Analysis, Reliability and Validity Analysis, Independent Sample t Test, and One-Way ANOVA statistical methods were used to analyze the collected data. The result of the analysis is as below:
1. The performance to anti-smuggling activities has no obvious correlation before implementing risk management, but it has positive correlation after implementing risk management.
2. The equipment safety, location safety, and anti-smuggling achievements are significantly influenced by different gender of anti-smuggling members.
3. Based on the members of after- risk management training Viewpoint, the member safety and information sources have significantly correlation with the age of anti-smuggling members. Furthermore, We used Scheffe method to evaluate the multiple comparison procedures. The results mention that the member safety and information sources were positive influenced by the age of smuggling member.
