碩士 / 國立雲林科技大學 / 財務金融系碩士班 / 97 / The Mai-Liao Harbor is the first civilian-invested, constructed, and managed industrial harbor .The management policies contained swift and convenient harbor function, not only bringing easy local sea transports, cutting down the cost of sea transports and storage, and also improving the competition among industries. To prevent vicious competition between the International Harbor of Trade and the industrial harbors, according to the Regulation of Industrial Upgrade Promotion No.39, the Industrial harbor is exclusive only for industrial area and the service is only for manufacturers in those area. Besides harbor recovery and construction, the cost of harbor for the manufacturers is also taken into consideration as the main purpose as well.
According to the Mai-Liao harbor rate system, if the estimated cost of harbor equipments is 28.7NT$/ton, and the accounting operation period is arragned to be tentativly 65 years, and the return rate(IRR) will be 8% for the stable plan. However, due to the unstable operation period, the harbor rate is the key factor for management of the operation period. In order to react the real harbor operation situations, 5 years of harbor rate stable and unstable inspections are suggested according to the operation situations.
The construction of the Mai-Liao Harbor is an important national BOT investment project. The harbor has a wide effect, long term investment and a huge capital. The Mai-Liao Harbor was put into use on March 1th, 2001. According to the investment and construction agreements signed by the Industrial Development Bureau of the Ministry of the Economic Affairs and the Mai-Liao Industrial Management Limited Company, the harbor must be inspected for its unstable and stable inspections every 5 year. In 2006, the Industrial Development Bureau of the Ministry of the Economic Affairs consign the plan of inspection of the harbor rate and adjustment system to the CECI Engineering Consultant Taiwan Limited Company. They execute the stable rate inspection as a special project, reviewing the Mai-Liao Industry harbor income and expense from 2000 to 2005, and predicting related materials of coming years. They provide rate adjustment suggestions and carry on the executive process. Considering the Fourth Phase of Mai-Liao Industrial Zone, its quantity of shipment has reached by 76.38 thousand (see attachment 5) and has gotten a sharp growth. In order to reflect future statistics and prediction under the real situation, this research is referred to not only the investment and construction agreements of the Mai-Liao Harbor for the financial calculation model, but also considered related influencing factors. Upgrading to the Mai-Liao Harbor income and expense of 2008, predicting related materials and executing unstable inspection of the rate and operation period analysis trial calculations. Testing the influence of unstable factors on investment decision-making in sensitive analysis; making a new evaluation and analysis on the operation period influenced by predicting rate adjustments. The purpose is to reflect the real operation situation. According to the economic factors of external environments, such as rate adjustments of the International Harbor of Trade or the competition of the International Harbor of Trade and political orientations etc, making a reasonable trial calculation for the operation period and rate of the new year.
