The synergy effect of the Agriculture Bank of Taiwan’s counsels on the credit department of farmers’ and fishermen’s associations—a case study on Farmers’ Association of Tainan county / 全國農業金庫輔導農漁會信用部之綜效探討--以台南縣農會為例

碩士 / 國立雲林科技大學 / 財務金融系碩士班 / 97 / Agricultural Bank of Taiwan was established on May 26, 2005 to counsel the credit departments of Farmer’s and Fishermen’s associations according to the regulations of Agricultural Finance Act. This study was made to observe the operational performance of the credit departments of farmer’s and fishermen’s associations before and after the establishment of Agricultural Bank of Taiwan, and probe the synergy effects of the counsel given by Agricultural Bank of Taiwan.
In this study, there were two samples taken from two farmers’ association in Tainan County. The events from March 2003 to May 2005 were defined as pre-events, and the events from June 2005 to January 2009 were defined as post-events. Independent sample T-test and nonparametric test were employed to verify the significance of 8 variables.
The finding from the test showed that neither the traditional independent sample T test nor the nonparametric test affected the significance of the change. For 8 variables, only the variable of loan loss reserve was insignificant after test. It was because of writing off bad loans. The rest variables had significant change because of the establishment of Agricultural Bank. The sample taken from the Farmers’ Association showed that the property quality of its credit department had a significant improvement. This study also adopted the improved data of average operational performance of Taiwan farmers’ and fishermen’s associations to prove that the operational performances of the farmers’ and the fishermen’s associations were significantly upgraded after the counsel was given by Agricultural Bank of Taiwan.
The credit departments of farmers’ and fishermen’s associations were regional financial organizations. Their business bases were all over the country, but they were of independent unit without subordinate or cooperative relationship. In the free financial market it was difficult for them to compete with ordinary commercial banks. Therefore, Agricultural Bank of Taiwan should act as a carrier, and led the agricultural financial fleet to navigate the blue sea of unlimited business chances. The above study clearly suggests: 1. Integrate the information common system as soon as possible, 2. Set up more branches, 3. Reinforce the performance of capital application so as to create maximum benefit for the shareholders, and 4. Create the value of the channel, and use the common trade mark.
