A Study on a New Pattern of Community Governance: A Case Study of the United Flagship Community in Ta Hsi / 社區治理的新型態:以大溪聯合旗艦社區為例

碩士 / 元智大學 / 資訊社會學研究所 / 97 / Due to the impact of globalization, governmental sovereignty has suffered weakening and squeezing, and many problems derived from globalization that have jumped over the hedge of national boundaries are directly striking against the locality. Moreover, people have woken up from being cultivated by a democratic society, which may give an impetus to the private sector for their gradual aspiration of participation in public affairs. Since the community is the most convenient and basic-level unit people involve in administrative tasks, the pattern and function of community governance have so far become valued.

This study is to adopt a qualitative research approach, and to collect data through in-depth interview, observation participation and analysis of secondary data. The interviewees include major planners from united community project, community members for project development and implementation, collaborating agencies or organizations, and community residents involving in the project. This study is to be undertaken by first analyzing the theoretical background and development of the community governance, then exploring the establishment and operation of the united flagship community in Ta Hsi, and eventually drawing a conclusion through analyzing the advantage, exterior helpful force and existing problem of such a new pattern of community governance.

The findings of this study were discovered that the policy for community governance have developed and shifted from governmental upper-to-lower one-way governing to the model of joint participation by central authorities and local government; meanwhile, its development and implementation pattern for the purpose of strengthening community power to improve its insufficient resources has changed from single effort towards team cooperation. Furthermore, the united flagship community in Ta Hsi has achieved great results in community governance through strategic alliance and resources integration, and has been affirmed by all circles in governance pattern; yet for the sustainable development of governance work, there is still improvement space or reinforcement necessity in organizational independence and sustainability.
