The Labor-management Relations of Offshore Investment by Taiwanese Enterprises: A Case Study of Dong Nai, Vietnam / 台商境外投資的勞資關係─以越南同奈省為例

碩士 / 元智大學 / 資訊社會學研究所 / 97 / Labor-management Relations are the critical factor for the sustainable development of offshore investment by Taiwanese enterprises. Following China, Vietnam is another option for offshore investment, particularly in Dong Nai, Vietnam where its rapid development has attracted many Taiwanese enterprises to come for investment. This paper is intended to firstly make clear the industrial relations among Taiwanese enterprises, Vietnam labor and Vietnam government by taking Dong Nai, Vietnam as an example in order to further explore the influence of environmental change on industrial relations; secondly, to find out the root cause of labor disputes between Taiwanese enterprises and Vietnam labor so as to eventually propose useful suggestions for reference of Taiwanese enterprises in harmonizing the industrial relations.
This study was to undertake an in-depth interview for the purpose of analysing the industrial relations among Vietnam (Dong Nai) labor, Taiwanese enterprises and Vietnam government, exploring the influence of environmental change on the Labor-management relation between Vietnam labor and Taiwanese enterprises, and concurrently interpreting the labor disputes stemmed from the industrial relations in order to provide some useful suggestions for Taiwanese enterprises and Vietnam labor.
According to the findings, we discovered that Vietnam labor’s most concern was wages and welfare; if unable to satisfy them on them, labor disputes or a labor strike might follow to come very soon. In the past years, prices for any kinds of commodities were rising very fast in Vietnam, which led to the rapid occurrence of labor disputes. In 2009, global economic recession has strongly impacted all Taiwanese enterprises in Vietnam, which caused them to forcedly lay off employees and cut down cost and budget in order to survive in such difficult period, and also indirectly brought declining labor disputes. Once labor disputes occurred, Vietnam government, based on protecting their own labor-based people, examined Taiwanese enterprises quite rigid. Thus, abiding by the related regulations or rules in Vietnam is very important for Taiwanese enterprises to fearlessly argue for justice when labor disputes happen. In order for Taiwanese enterprises to have a harmonious relationship between labor and capital and the sustained development in Dong Nai, Vietnam, it is necessary to establish a coordination mechanism between labor and capital.
