碩士 / 國立中正大學 / 戰略暨國際事務研究所 / 98 / Taiwan Navy has been arguing that submarine forces can provide an strategic edge of “effective deterrence” in copping with China, military fleets, and in pronouncement safeguarding national security and interests of Taiwan. Nevertheless, since the U.S. of selling eight diesel-electric submarines to Taiwan in April, 2001, the arms deal has been a controversial & partisan issue in Taiwan and repetitively put on pending by its legislature. With the theory of levels of analysis and 3i decision-making model, this thesis is to review and examine the strategic concepts of Taiwan’s submarine programs and their evolutions in the post decades and the potential impacts of the US-China-Taiwan trilateral relations upon the future development of Taiwan’s submarine programs.
