碩士 / 中國科技大學 / 土木與防災應用科技研究所 / 98 / The study is objective to discuss how to apply the balanced score card, widely used at many international and domestic corporations, to Construction Department, The Coast Guard Administration. By utilizing the balanced scored card, the Construction Department would be able to have a bright outlook, management strategies and competitive edges. The application will focus on four different facets pertinent to performance of employees, the satisfaction of customers, the flow of work, along with employees’ learning and growing. At the same time, the research would also emphasize on developing the management strategy for the Construction Department in order to improve the management quality and staff performance at the unit. Hopefully, the testing could be a model for other similar organizations.
The research has provided 43 performance indexes for the four major facets along with a case study – the site of Cost Guard in Hsingda Harbor to illustrate the thesis. After surveying and interviewing with people related to the project, most of them considered these four pillars critical. Specifically, In terms of the performance of employees, changing designation would have a great impact, considered by interviewees. In the facet of the satisfaction of customers, the quality of construction engineering was mostly considered a vital factor. The mechanism of assessment in terms of construction demand was pivotal when it came to internal flow of work. Cultivating potential talents was considered the most important as to the facet of employees’ learning and growing. Finally, there is a point needed to state here. The survey has been done by only staff related to the project, the site of Cost Guard in Hsingda Harbor. In the future, the study could be more expansive to all other parts of the project. At that time, there might be helpful improvements and progresses in term of the Construction Engineering for The Coast Guard Administration.
