The Linkage between Mayor Election and General Manager Election of Farmer Association:Jiao-xi Township as an Example / 鄉長選舉與農會選舉之關係研究:以宜蘭縣礁溪鄉為例

Occasionally, factions in different townships may form a coalition and become political faction in the county level. However, most of the time, these factions are active only on the township level. Since the mayor of a township possesses the major executive power, the campaign of this position becomes the center of power struggle between or among factions.
On the other hand, the position of general manager of farmer’s association is also important in controlling various resources in a township. Farmer’s association not only serves as a means for political mobilization, but also a reservoir for campaign funds for mayor election. Thus, before the year 2000, the election of the general manager of the farmer’s association can predict the results of mayor election. This means that the political factions gaining control over the farmer’s association could win the mayor election.
Jiao-xi township involve is the most vigorous power struggle between two political factions in Yi-lan County. The main purpose of study is to examine the relationship between the mayor election and the election of general manager of farmer’s association. This study focuses on general manager election in 2008 and the mayor election in 2009. The major research question is as followed: is the general manger election of farmer’s association a skirmish of mayor election? Or do these two elections have no relationship whatsoever?
This study finds out that the political factions in Jiao-xi recently tend to dividing up resources or position equally rather than competing with one another. Especially, the faction that controls over the farmer’s association will walk out in the mayor election. This research argues that the reasons for such a development are due to the following factors. First, public opinion of local residences does not support one faction to monopolize local resources. Second, neither one of these two factions gains any benefits from a long term competition. Third, the central government changed the election regulation for the general manager of farmer’s association. It makes local faction difficult to control the general manager election. These factors make them start sharing instead of competing for local resources, which not only can save energy and resources, but also prevent any outsider to gain political influence in their township.
