The Study of Combining Habitual Domain and Analytic Hierarchy Methods to Probe for the Effects on Navy Ships Maintenance Quality / 結合習慣領域與層級分析法探討艦艇修護品質影響因子之研究

碩士 / 義守大學 / 工業工程與管理學系碩士班 / 98 / Reliability is crucial to making use of the equipment of navy ships.The military value of the navy ship is maintaining task.And the maintaining task of the navy ship depends on the efficiency of equipment.Thus,the important duty of the navy is not only to maintain the equipment of navy ships operating,but also to keep the equipment of navy ships with available and highest quality at any time .The logistic support command of navy bears responsibility for the ship repair,ship building ,and the research and development of the equipmentof navy ships,so no doubt it is a great contribution to the navy ship war preparedness.Therefore,in order to carry through the logistic service reformation principle and policy,and to accommodate to the reduction of personnel organization,how to reorganize logistic management units and to examine as well as to improve the result of maintaining task are important .Moreover,it is also important to make a common consensus on problem solving in order to support the establishment of troops and preparations for wars.
In view of the multiple input and output character of vessel maintenance operations,this study adopts experts interviews, Habitual Domain (HD,and Analytic Hierarchy Process (AHP) to be the theories basis. Firstly, discovering the influence factors and standards of navy ships maintenance quality on repair and maintenance in shipyards by document reviews. Then through experts interviews and Habitual Domain discuss navy ships evaluation standards of repair and maintenance in shipyards to set up an analytical model structure and develop thirteen evaluation standards, as well as repair and maintenance techniques, engineering progress management, resource integrates and stock purchase those four aspects. Finally, the software “ Expert Choice 2000” is used to precisely analyze the specific gravity of regulation, and to draft reasonable layer structure of the evaluation model of Navy ships maintenance.
As the result of the study, the order of four aspects in second layer valued by the experts is repair and maintenance techniques aspect( total weight 0.463 ), stock purchase aspect ( total weight 0.213 ), resource integrates aspect (total weight 0.189), and engineering progress management aspect ( total weight 0.135 ). Among thirteen evaluation standards in third layer, maintenance quality, the order of top five priorities valued by the experts is safety coefficient demand ( total weight 0.236 ), critical spare parts ( total weight 0.126 ), construct rules standardization ( total weight 0.103 ), auto monitor equipment capacity ( total weight 0.085 ), and quality and quantity of facilities in shipyards ( total weight 0.073 ). This study deduces “ The influence factors of navy ships maintenance quality evaluation form” to provide the suggestion of the navy operational evaluation. Also, it can be the reliable basis for the maintaining department to follow.
The influenced factors of navy ships maintenance in this study can also provide non- governmental shipyards and related industries for references to optimize their maintenance pattern.
