碩士 / 開南大學 / 物流與航運管理學系 / 98 / The international express delivery industry has been developed quickly due to the economy globalization and frequent international trade, the requirement of faster transmission of documentations and delivery of cargos by enterprises. Express industry provides speedy cargo movement services, which cope with the needs of products with short life cycle. Cargo clearance is the most important factor involving the time for handling the importing or exporting shipments. Complicated customs procedures will cause the longer time and lower efficiency for the operation of international express delivery. Therefore, customs rules definitely have impacts on the operations of international express delivery industry. This study focuses on the investigation of the influence of customs procedures and inspection items on the operation of international express delivery industry. First, this research employs questionnaire survey to select those important factors to affect the express delivery services; then DEMATEL is applied to construct the relationship between those factors. Results show that both Customs officials and operators are agreed on the following factors with greater impact on the operation of international express services: “efficiency of Customs handling the cases”, “24 hours cargo clearance in express delivery area”, “procedure of cargo code reading”, and “paperless cargo clearance service”. This result shows that, no matter in the documentation or handling procedure, the efficiency of cargo clearance is the most important influence factor on the express industry. This research suggests that Customs authority in Taiwan should provide regularly human resource training program to enhance customs official’s learning and administration capabilities. In addition, the government should amend the customs rules for improving the efficiency of cargo clearance.
