A Study on the Partnership of Harbor Pilots, Port Authorities and Carriers in Taiwan / 我國引水人與港務機關、航商夥伴關係之探討

碩士 / 開南大學 / 物流與航運管理學系 / 98 / Taiwan is surrounded by sea and lacks of resources. The marine transportation is very important for the imported and exported business. Port is the gate of Taiwan; on the theory, any foreign ship berth at the port needs to “summon the harbor pilots” lead the ship to the port. Therefore, the safety and importance of the harbor pilots cannot be ignored. Leading the ship to the port needs the port authorities and carriers to cooperate properly. Only if the harbor pilots lead the ship safely and rapidly, then the harbor pilots can achieve his mission, retrench the expense of the port, reducing the berthing and conveying time. To the carriers, it can decrease the operating cost because of the shorter berthing time and the increasing of the shipping frequency, and it can benefit the harbor pilots, port authorities and carriers under this situation.The mythology of the research is literature reviews and deep interview method. The research not only collects harbor pilots data but also analyzes the partnership of the harbor pilots, port authorities and carriers. The purpose of the research is to achieve the cooperation and coordination of this three parties mutually, and give a reference to related parties.
The final conclusion are as follows:
(1)The port authorities is the main planner, and the harbor pilots is the executive worker.
(2)The resources accessed to the integrated system should be implemented properly.
(3)The plight of the partnership: shifting problem, the recognition problem of the three parties sharing resources problem and safety problem.
(4)The objectives of the common consent by the three parties .
(5)Partnership and respect with liberty of the harbor pilots.
(6)The interactional mode of the harbor pilots, port authorities and carriers: adopt parallel and complementary interaction mode.
