China’s Information Warfare Patterns and Their Impacts on the Security Situation in the Taiwan Strait / 中共信息戰作戰模式對台海安全之影響

碩士 / 國立中興大學 / 國際政治研究所 / 98 / Since the Gulf War of 1991, China has understood that information warfare will be the future war type. In recent years, CCP has actively developed information war theory, researched by themselves or purchased from foreign countries the information weapons or platform.

There are various contents of information warfare, including electronic warfare, cyber warfare, electromagnetic warfare, satellite warfare, and space warfare. China''s army building thought is taking “winning the local war under the high information condition” as the goal; therefore, China has positive actions on R&D of information weapon system or external procurement.

Information warfare has a very serious influence on Taiwan, including disturbing or destroying the electronic warfare equipment of the armed forces of the Republic of China, or, intercepting our electronic communication system, or, hacker invasion or destruction by virus on the internet; these would make our C4ISR system be invalid, and result in a tremendous impact on our national defense safety.

In the face of the possible threat from China''sinformation determent, Taiwan should focus national defense technology toward four directions: “boosting the electronic and information warfare ability,” “preparing to establish the low-altitude missile defense net and de veloping the anti-missile defense capability,” “consolidating the C4ISR capacity,” and “strengthening security of important facilities” to orientate the missile and information and electronic warfare weapon system to construct effective defense and strategic determent military might.
