碩士 / 國立成功大學 / 海洋科技與事務研究所 / 98 / Management of yacht harbors and yacht berthing in fishery harbors in relating aspects of the law of yachting, the corresponding government sectors, and issues of coexisting of yachts and fishing vessels in fishery harbors are investigated. Existing problems are indicated based on literature review of yachting regulation, liable institution, and activity regulation. On the other hand, yachting management from foreign countries is also studied, and can be applied for improvement in Taiwan. The problems on management of yacht harbors include: (1) the law for yachts is not clear and definite, (2) the administration authority is not unified, (3) yachts registration, charge, and berthing procedure are too complicated; and conflict issues of yachts coexisting with fishing vessels, (4) maritime space overlap and berthing facility difference between yachts and fishing vessels. The improving strategies proposed in this study are: (1) establishment of yacht regulation and institution according to better systems from foreign countries, (2) setup of a single institution by unifying related government authorities, (3) obtaining effective operational management with yachts registration, charge and simple berthing procedure, (4) conflict solving between yachts and fishing vessels by adopting regional planning of marine space, and establishment of consultation process between different government levels. Application of the proposed countermeasure in this study could assist to establish complete law for yachts, enhance development of yacht harbors, and improve conflict issues of yachts coexisting with fishing vessels reaching sustainable development for yacht management.
