Using bio-ethanol for producing clean diesel fuel:A computable general equilibrium analysis in Taiwan / 以含水生質酒精製造柴油潔淨燃料之一般均衡分析-以台灣為例

碩士 / 國立成功大學 / 經濟學系碩博士班 / 98 / Since the adoption of the Kyoto Protocol and the rising sharply crude oil price in recent years, scientists all over the world are looking for alternative energy. This includes wind power, hydroelectricity, solar energy and bio-fuel. Among them, the bio-fuel that is made with biological material derived from organisms such as agriculture product or its waste is gained more attention. Not only it is environmentally friendlier and energy independent, the bio-fuel can also further enhance and promote agriculture development and economic growth. Based on the framework by Dervis, de Melo and Robinson (1982), the CGE (Computable General Equilibrium) model upon the 1999 statistical data is applied in this study to discuss how the bio-fuel made by sugar cane and agriculture waste from rice production may affect the employment of rural labor, food production and dependence of imported oil in Taiwan. The results show that if considering the sugar cane and agriculture waste as inputs of manufacturing bio-fuel, the GDP will increases slightly. However, the increasing of sugar cane farms area would crowd out the outputs of forest and fishing, wheat crop and grain but have no serious impacts on rice production. For example, when the sugar cane sector expand the existing yield ten times, the current rice production only have to compromise by decreasing a mere 0.444%. This implies that the bio-fuel and rice production could co-exist in Taiwan. Besides, if we consider the bio-fuel as intermediate input of domestic gasoline manufacturer and substitute the current crude oil with it by 1% to 3%, the simulation results indicate that 0.125% to 0.387% of our petroleum import can be decreased. Thus, the future of biomass energy could liberate our dependence on foreign petroleum supply.
