Discusses the Qinghai-Tibet railway from the transportation study function viewpoint to affect the research to China / 從運輸學功能觀點探討青藏鐵路對中國影響之研究

碩士 / 國防大學管理學院 / 資源管理及決策研究所 / 98 / The highest altitude plateau railroad called Qinghai-Tibet Railway which received world attention was open to traffic officially on July 1, 2006. The ceremony held for the opening of the train was lead by Jin-tao Hu, Chinese Communist Party General Secretary, personally. He mentioned that “Qinghai-Tibet Railway has great significance in improving the development of economic society, ameliorating tribal groups’ livings, promoting national unity and consolidating border defense of motherland at both Qinghai and Tibet provinces.” This also shows that China pays seriously attention to this railroad. Speaking of functions of transportation, the completion of Qinghai-Tibet Railway has simultaneously conformed to four important functions about politics, economics, military and society instead of limiting to unidirectional function in economics in common railroads. Furthermore, it covers other aspects in different fields such as ecology, environmental protection, geopolitics, and railroad technology. Therefore, it has highly academic research value.

The results of this study show that the construction of Qinghai-Tibet Railroad has both confirmed the viewpoints of policy and served the purpose which initially anticipated. First, the policy of constructing Qinghai-Tibet Railway has close relationship with Yet-sen Sun’s blueprint about plateau railroad construction and Xiao-ping Deng’s economical strategy — “Two situations, three steps walk.” It has thoroughly promotion and multiple effects to China’s “The rise of Great Country” strategy. Second, the Railroad has connected the plateau region economical development of “ Shanxi and Gansu and Sichuan and Qinghai and Tibet Provinces” and lead the cities and industries along the railroad line to grow that promotes the whole economic development. Third, it has suppressed the Tibetan independence movement, united the ideology, showed the power of science and technology, and enhanced geopolitics politically. Moreover, it has promoted the economical development in Qinghai-Tibet area and changed the energy strategy in South Asian economically. In military aspect, the Qinghai-Tibet Railway has not only consolidated the border area of southwestern China, but also elevated its strategic position which breaks American’s strategic containment. In cultural aspect, the Railway has promoted the communication and union of different nationalities and improved the residents’ life; however, it has brought negative cultural shock.

In the view of future development in Tibet and China’s economics, railroad transportation is the most competitive vehicle among all transportation system. Not only undertakes the main axis of interior transportation in China, but also acts as a “locomotive” to guide the economical development in southwest area in future. If the branches of Qinghai-Tibet Railway completed one after another and connected with Indian railroads, they will form a big international transportation in South Asia which promoted local development by linking southwestern China and South Asia. This conforms to China’s economic and strategic goal in “Western Development” as well.
