Polisy Analysis Offshore Fishing in Taiwan:Tuna Conservation and Sustainable Development / 台灣遠洋漁業政策分析:鮪魚保育與漁業永續發展之研究

碩士 / 南華大學 / 國際暨大陸事務學系亞太研究所碩士班 / 98 / With the continuous depletion of marine resources and the rise of environmental consciousness, the global thornback industry has to make reforms and changes over and over again. Taiwan government has to understand what the view is on general direction as early as possible. If Taiwan government is still stuck with the old concept of the freedom of fishing and of the high sea in the past, the thornback industry in Taiwan will face the fate of being eliminated from the circumstance. We should early find out the guiding policies to avoid being punished by the international fisheries organizations again. Also, we''ve to analyze the plight and discuss the future prospects of Taiwan thornback fishing industry.
 
  For many reports and the researchers, it has been a close relationship among the deep sea fisheries, the thornback conservation and the business continuity recently. Under the knowledge of conservation groups, the thornback conservation is equal to the business continuity. But, it is a gains and losses relationship to the deep sea fisheries. The conservation groups think that over fishing caused the tuna extinction. In order to achieve the business continuity, we''ve to conduct a series of control measures and policies to the deep sea fisheries.
 
  However, is that the fact ? For the deep sea fisheries, lots of policies and measures are not only for the continuity of conservation but also for more knowledge of national sovereignty and global economy. As a deep sea fisheries industry and a researcher of conservation, we would like to find out a balance in this paper so to achieve a win-win situation.
