碩士 / 國立高雄海洋科技大學 / 航海科技研究所 / 98 / The main objective of this research is to investigate the professional competency of VTS (Vessel Traffic Service) personnel in Taiwan. On the basis of the contents of VTS on job training courses provided by IMO/IALA and the five attributes of competency at work derived from Iceberg Model theory, Taiwan’s VTS personnel’s professional competency is evaluated questionnaire survey. Meanwhile, the relationship and interaction between the requirement for professional ability and the personality of VTS personnel are probed and analyzed. Additionally, this research investigates the gap between the standards of current international VTS courses and the requirements for VTS personnel professional ability in Taiwan.
The survey was conducted in the Keelung Harbor, Taichung Harbor, Mailiao Harbor and Kaohsiung Harbor, where VTS has been established and operated. A total of 49 respondents from 51 samples were received. The data was analyzed by using descriptive statistics, T-Test and ANOVA, Correlation analysis and Multiple Regression Analysis. The findings of this research include the following.
1.The professional abilities of VTS personnel in Taiwan can be improved and enhanced by providing operator’s courses training.
2.A supervisor requires highly professional ability while supervising training courses.
3.When recruiting VTS operators, candidates with many years experience in marine navigation and vessel traffic related career are required less professional knowledge; those with no or less experience more professional knowledge is required.
4.Junior employees have high demand for on job training.
5.Personality significantly affects the degree of requirement of VTS personnel for professional abilities, in particular the personality of affinity has the highest impact.
This research suggests that the Government agency and executive authorities shall act as a role to urge VTS staff to attend related professional training courses and accept assessments, and shall positively encourage VTS workers to acquire related international license in order that they could reach the international standard, which would promote professionals’ ability at each domestic port in the R.O.C. Taiwan.
