碩士 / 國立高雄海洋科技大學 / 漁業生產與管理研究所 / 98 / Fishery observer program has been established worldwide in recent years as important tool to conserve and manage the marine resources efficiently. The program is also considered as the most important and reliable way for collecting data for scientific researches. However, the success of observer program to achieve the goals relies on the quality of the observers which emphasizes the need to well-design the training courses. This study is to review and to evaluate the current fisheries observer training courses in Taiwan, with suggestions for improving the course design to meet practical needs.
The statistical study showed that “Professional Course” is less satisfactory than the “Basic Safety Course” in all training programs for fisheries observers in Taiwan. Eighty percent of the answered questionnaires present an active and positive learning attitude, implying further enhanced program is needed both in theory and practice. Among them, 53.3% considered that “the planning of observer training courses do not fully meet the actual need at this stage” and expressed that the training courses should include more practical content. In addition, special training subjects in “Work ethics and conflict management” (80%) and “bio-photo technique” (77.8%) were suggested to be added in the course.
