Using factor decomposition for evaluating pollutant gas emission in Taiwan's passenger transportation / 以因素分解評估台灣地區旅客運輸污染氣體排放量之研究

碩士 / 國立臺灣海洋大學 / 河海工程學系 / 98 / The pollutant gas emissions are growing fiercely because of the rapid economics development in Taiwan. CO2 of the transportation department discharges is only next to the industrial department in Taiwan and passenger transportation department is one of the main sources of it. So how to reduce pollutant gas emissions of passenger transportation department has become a very important topic.
There have been many studies aimed at estimating the amount of pollutant gas emissions and reduction effect after import to analysis. But they use the different method to calculate the past historical data, future emissions predict and reduction effects after put into the strategies. This may cause different evaluation criteria, and then affect the results. This research establishes a common platform which can evaluate pollutant gas emissions and use the same criteria to calculate the past, future and the reduction strategies for evaluating pollutant gas emissions of passenger transportation in Taiwan, then provide guiding principles for sustainable transportation policy evaluation.
First, the factor decomposition method is used to discuss the pollutant gas emissions of passenger transportation department, then build the pollutant gas emissions model of each sector. Next, several stratedies for pollutant gas emissions reduction will be discussed: mode transfer, the improvement of vehicle fuel economy and increase the usage of alternative energy.
The result represents that passenger transportation CO2 emissions will reached 38,570,652 tons at 2025 in BAU scenario, and it represents growth of 22.4% in 2000. If the implementation of future reduction strategies is expected to develop like 98 national energy meeting, CO2 emissions amounted to 19,157,176 tons which is lower than CO2 emissions in 2000. If the reduction strategies are implemented to achieve reduction targets and the performance level are showed like the most excellent country, 15% private vehicles transfer to public transportation, 52% fuel efficiency are increased by automobiles and motorcycles, 20% ethanol gasoline and biodiesel are added into commercial gasoline and diesel. And then, CO2 emissions will decrease to 6,355.60 tons, and reduction effect amount to 83.52%. The transport sector should take efforts toward this goal in the future.
