Even in twenty-first century piracy has not eradicated, however much of ocean’s channels hide pirates. From 2004 to 2006, piracy seems cool down, yet increased from 2007.
Somalia sea robbery is the most problem in maritime security. However Somalia sea robbery could not be regard as piracy under international law structure. For other countries, they have no jurisdiction to Somalia sea robbery. United Nations Convention on the Law of the Sea in 1982 had declared that robbery in the high seas as piracy, yet had no definition and rules to robbery in territorial waters. Further what do other countries do if pirates rob in the high seas and back to territorial waters without legal government?
Every country not only reinforces pirates by themselves, but also cooperates to eradicating pirates. However there is no definition in piracy and not to mention the way to international cooperation. It needs to research the international laws to find out the solutions.
This research tries to introduce the definition of piracy under international law and robbery in territorial waters to analyze the development of international maritime security law. Also it tries to find out the solutions to defeat Somalia pirates in territorial waters to make vessels sailing safe in this channel.
