Study on the Problems and Countermeasure for Promoting Marine Education in Taipei County Elementary School / 臺北縣藍星國小推展海洋教育之問題與對策之研究

Taipei County Government drafted the “Mid-term plan for the promotion of Taipei County high school and elementary school marine education,” and actively promotes marine education through the strategic alliance of “Ocean School.” This study conducts questionnaire survey to understand marine education implemented in Ocean School in recent three years, the problems faced and the proposed solutions. The results reported in this study are intended as a reference for the general promotion of marine education in Taipei County elementary schools in the future. The results are summarized as follows:
1. Taipei County Government drafted a mid-term, three-year plan for the promotion of high school and elementary school marine education. Marine affairs promotion group was established, with an objective to integrate communal and academic marine education resources and experiences to form a supporting backbone for the general promotion of marine education throughout the county.
2. Taipei County’s Elementary School were able to customize the marine education curriculum according to the community, human resources, and local marine environment and ecology. The curriculum allowed students to digest marine knowledge through personal experience and live interaction with the environment. It enabled Taipei County to walk a unique path of marine education through interaction and support among schools with distinguished features.
3. About 70 percent of the teachers surveyed revealed little or no knowledge about competence indicators for marine education. This results in teachers’ inability to effectively design marine education programs, teaching materials, and assessment methods.
4. Teachers who have received training of marine education seed teachers and who understand the competence indicators for marine education demonstrated better ability to lead students to participate in outdoor marine education programs. The number of marine education seed teachers is, however, a bit low in each school.
5. Teachers suggested that competent authorities collect all schools’ marine education training materials and curriculum design examples and establish a resource sharing site to facilitate the circulation of marine education information, enhance the usage of the information, and allow teachers in remote areas to access the information more easily.
6. Teachers designed supplemental materials by taking into account students’ cognition, community environments, and surrounding natural resources. Through the design of materials that meet students’ cognitive learning style, students’ understanding of their own town’s landscape and environment is deepened.
7. The main challenge facing marine education lies in the inadequacy of marine education curriculum and training programs as well as the shortage in teaching equipment and facilities. The competent authorities should provide guidance and funding to upgrade facilities.
8. The holding of marine education related arts events, exchange programs between schools with distinguished features, and environmental preservation and eco-tourism activities is of greater help for the marine education curriculum.
9. As students’ parents are more familiar with the local community, inviting parents to assist with the holding of activities can alleviate teachers’ burden and enhance parents’ participation and motivation to promote marine education.
