A Study of the Factors that Influence Ratios of Government Estimate to Budget in Different Tendering Procedures - by Analyzing the Procurement in Maritime Patrol Directorate General / 在不同招標方式下標比影響因素分析-以海洋巡防總局為例

碩士 / 國立臺灣海洋大學 / 商船學系所 / 98 / The Procurement Act clearly points out its aim at the beginning that this law is to be acted on establishment of a fair and open procurement procedure to promote procurement efficiency and function as well as to ensure procurement quality. The purpose of governmental procurement is to acquire merchandises or services of certain quality with reasonable prices. It emphasizes the goal to prove maximum public welfare instead of commercial benefit. Yet if the base price of the public construction, the most important factor of the bid, is truly compiled, as regulated in Article 46, Procurement Act, in accordance along with the drawings, specifications, contract and taking account of costs, market prices as well as governmental bidding data, for the decision making by the agent chief or his delegate. And how is the practical outcome? If the rate of base price to budget is too low, it may indicates that the governmental budget is drawn up in an exaggerative or untrue manner, or it is the result of unsuitable market competition as to bid with price too low. Therefore observing the changes and tendency as well as the influencing factors of the rate of base price to budget may provide the government important information of industrial market competition and relevant effect of regulations control.
This research is based on the open and limited bids of Maritime Patrol Directorate General(MPDG), Coast Guard Administration(CGA)between 2007 to February, 2009 and by questionnaire to understand business undertakers’ specialty ability and their realization to the base price as well as to see the influence of different bid types and number of bidders to the rate changing of base price to budget.
After analysis we see the following results are displayed appeared:
(1)The specialty ability of procurement undertakers at the bottom line are still insufficient.
(2)The rate of base price to budget lowers down with the rising of the number of bidders.
(3)Deficiency exist in the base price decision system.
Through studies of relevant documents and procurement status practical analyses as well as questionnaires of the personnel of MPDG in charge of procurement and ships maintenance, the purpose of this thesis is to understand factors that influence MPDG base price decision making and to discover the deficiency and problems to search for the resolving proposals and suggestions for the promotion of procurement effect.
