碩士 / 國立臺灣海洋大學 / 商船學系所 / 98 / Taiwan Bureau of Coast Guard patrol-boat accidents in Keelung coastal area broke out frequently. Among these various accidents, the propeller twisted is the mostly frequently happened. The statistics reveals that the propeller twisted is 75% of patrol-boat accidents. It not only degrades the capability of patrolling but also wastes the large amount of governmental budget. Reducing the propeller twisted plays an important role in the safety navigation of patrol-boat accordingly.
The causes of propeller twisted may be classified as follows: (1) Human factor: Taiwan Bureau of Coast Guard was established in a hurried moment; the knowledge and technology of navigation not sufficient. Inappropriate action of navigator, such as incorrect watching is always done leading to accidents resulted. (2) Construction factor: The draft of patrol-boat just corresponds to the height of drifts in the sea. The drifts are easily sucked when the propeller revolves and propeller twisted results.
The study are mainly on the training navigator of patrol-boat by STCW (International Convention on Standards of Training,Certification and Watchkeeping for Seafarers) and ISM (International Safety Management) Code and refer to the advanced Coast Guards of U.S.A and Japan Training and Certificate. Excerpt its strengths incorporated with this country’s specialties. Hopefully, this would reduce the accidents of patrol-boat. As to the construction propeller problem, this study refers to the propeller guard related literature, and interviews with the propeller’s experts collecting their opinions to lay out a feasible way. The conclusion is to install a protect guide ring. That is the possible way to refrain from propeller.twisted
STCW and Installation of propeller protect guide ring would prevent the propeller twisted from breaking out.
