The study of Supervision and Management System for Imported Food─The Case of Imported Milk Powder / 食品海運通關監管制度改進之研究─以進口奶粉為例

The role of custom inspection for imported food is inactive during the clearance. The custom officer usually does not take the initiative to inspect the imported food unless the information shows that the imported food is contaminated by some unsafe materials. Recently, the case of melamine milk powder reveals the system of supervision and management for imported food in Taiwan unable to prevent unsafe food from entering this country and predict the flow of such mentioned food leading to the difficulty of retrieval.
In short, the current system of supervision and management for imported food does not comply with the continuous changing condition of food in the world free market. In order to have a safe and clean food for people in Taiwan an efficient and effective system of supervision and management for imported food is required.
This study is aimed at the code of food supervision and management, responsible institutions and labels of food etc., in comparison with such of systems as Japan, America and European Community. Based on these, a suitable system for food supervision and management in Taiwan could be created. With analytic hierarchy process (AHP) and questionnaire investigation the weights of factors which influence the system for food supervision and management would be obtained.
The study reveals that the retrieving system of defect food plays an important role in the supervision and management system in Taiwan. If the conclusion of this study comes true, the efficiency of current system of supervision and management would be improved to 50%. In addition, the safety of food education, enhancement of rapid alert system for imported contaminated food and feed, and strengthening the efficiency of clearance procedure would prevent the unsafe food from flowing in this country.
