"Shanhai bikeway" setting, use and problems in Taitung City / 台東市「山海鐵馬道」的設置、利用與問題

Because of the special landscape unique, including the abandoned railway space, Puyuma main channel, along the embankment and the other side of the Beinan Ligi Wickedly terrain, Forest Park and the Pacific Coast natural and cultural landscape resources, there are a lot of good conditions for the implementation of a bike tour. Cycling is very popular in recent years combined with leisure activities, and from 1999 and 2002, for three years, Taitung county government has consolidated the Seaside Park with the old bicyle path, the old abandoned Taitung Railway Station and the respective line constructed to be an rail-road Gallery completed along the main channel of the Puyuma bicycle path. In 2007 the Central Government subsidy, and then continue to build Peinan Water Park to Taitung Bridge bikeway between the embankment type, and the surrounding Forest Park close to the routes beside Taitung Embankment, will constitute the entire construction of bicycle paths, so called “Cycling City bikeway.” This entire loop line build plan from the beginning of the Republic 91 years, continued until April 2009 formally completed after seven years of gradually building, and finally presened to us as the total length of 22 km of Taitung City "Shanhai bikeway."
This study, after "Shanhai bikeway bikeway" in Taitung City complete, trying to investigate, what the characteristics it has, method of use and its problems. Research objectives include the following three: First, the characteristics of “Shanhai bikeway”. Second, the use of status of “Shanhai bikeway”. Third, analysis of issues which “Shanhai bikeway” are currently facing and what the reasons are.
This study uses interviews, respectively, from October 2009 to May 2010 talk with some tourists and Taitung local residents “Shanhai bikeway” in Taitung City and county government stakeholders were interviewed inorder to understand “Shanhai bikeway” about limitations of the planning and where users actually feel inconvenient, and based on field observation, cycling and walking through the field experience of “Shanhai bikeway” to see the number
of tourists here, and recreation mode case.
The study found:
I. "Shanhai bikeway" in Taitung City as part of cycling city bikeway, in which four different types of recreation by the connecting line is made into railroad-type, field type, dike-type and park type.
II. across the board on the mountain and sea bikeway walk a little more than the number of users who bike ride, most people use Railway type and park-based leisure day to day life as a base for field-based users with the very rare type dikes.
III. The current problem of "Shanhai bikeway" in Taitung City is encountered:
1. Bikeway user preferences based near the city railway and park-type, open the number of over-concentration, type and levee-type attractive in the field.
2. Many people use "Shanhai bikeway" for walking and jogging and other non-bike riding activities, and less than the width of bike paths, to use the large model railway and park-type mountain and sea bikeway compete Road vehicles prone situations, influence user safety and comfort.
3. Some of paved bike paths and the surrounding hardware facilities such as shade plants, open pavilion with seating and inadequate facilities affected the user's perception.
4. Bikeway’s follow-up management and maintenance are loose and change landscapes of "Shanhai bikeway ".
