碩士 / 國立臺灣科技大學 / 機械工程系 / 98 / It has long been aware that signaling system plays a key role in the operation safety of railway system. Most of the investigation reports of the incidences and failures occurred in railway system can be linked, directly or indirectly, to the faulty of signaling system. The objective of this study is to research upgrading approach for existing railway signaling system to improve its performance and sustainability.
In this study efforts were only focused on signaling system. Rules and means specified in European Norm EN 50126 were taken as the base and guideline to construct this upgrading approach. Methods and technologies related to system assurance, risk analysis, verification & validation, asset management and surveillance were reviewed and examined.
An integrated configuration and its procedures, similar to the one established in United Kingdom, were constructed to undertaken the elevating work. After careful review and examination, it’s concluded that a good understanding of risk management and availability management of existing revenue operation, as well as the signaling infrastructure condition assessment (SICA) are the must to perform a successful upgrading job of signaling system.
During re-building, replacement, restoration and renewal periods, independent verification & validation (IV&V) should be conducted to assure the creation of a safe and reliable upgrading siganaling system.
This developed upgrading approach is also applicable to other sub-systems of railway system with some modification.
