博士 / 東吳大學 / 政治學系 / 98 / The export-oriented economic development which China establishes since 1979 has been providing the necessary resources to the strategic changes. By the middle of 1980s, China has an idea to map out a strategic boundary. The goal is the maritime strength could reach the First Island Chain in 21st century, and control the Second Island Chain in 2050. This could be seen as a turning point that China starts to place importance on marine. As a result, when China plans to draw up a much more macroscopic maritime strategy and maritime strength, developing the aircraft carriers has undoubtedly become one of the important options. However, the appropriateness of a country’s defense policy is not simply judged from military point of view, the political and economic factors should also be taken into consideration, China is no except.
This dissertation adapts the analytical framework of the Political Economy of Defense to discuss the development of aircraft carriers in China from political, economic, and security dimensions. Hoping to explain the influences that the interaction between these three dimensions has on the aircraft carriers development. Overall, Chain has always centers on economic development and regards it as a higher priority during the national development process since 1979. Therefore, there is still no commissioning of aircraft carrier in Chain in the 21st century. Besides, the lack of financial resources and techniques results in the little progress on developing the aircraft carriers.
