In recent years, due to the fact that international division of labor among different industries, the importance of timely delivery, the development of corporate globalization, and the rise of the BRICs, it has become more and more serious that emerging countries and China threaten Taiwan’s markets in business opportunities. To reshuffle the global supply chain and integration, every enterprise attempts to think how to reduce operating costs, enhance competitive advantage to avoid entering a hopeless situation. Sea-air transportation is Taiwan's lifeline of international business and economics. It is crucial to investigate how the total cost of goods can be reduced from production process to the sale of goods. Transport cost is only one part needed to be discussed, but the frequent transport operation costs would weaken the competitiveness of domestic products in the world.
The issue of vehicle path of transportation plan impacts on transportation costs and delivery time of goods. Considerable research has investigated such issues as the Vehicle Routing Problem (VRP) and the Vehicle Routing Problem with Time Windows (VRPTW). However, no or little study has examined the issues of transport operations of bonded goods connected with various factors on aspects of importing, exporting, and transiting on sea-air transportation, vehicle loading benefits and transport route plans.
This thesis discusses transport operations of vehicle loading benefits and transport route plans in sea-air transporting importing and exporting bonded goods in Taiwan. The main purpose is to explore the transportation cost structure of bonded goods and the feasible ways of lower costs.The thesis is based on the author’s 10-year practical experience in the bonded cargo transportation operations so as to simulate by setting equation of practical conditions and compare the kind of results. In comparing various cost data after the simulated regulation amendments, the findings from this study indicate:
1.To enhance vehicle loading benefits, reduce the number of vehicle for goods deliver, and lower dependence on oil resources and aggravation of greenhouse effect.
2.To build a model for vehicle routing plan, reduce the costs of shippers and transporters and traffic density; and then save government expenditure.
3.To provide government recommendations for amending the existing laws and regulations.
