In recent years, global international trade activities mainly by marine containerization transportation. The shipping merchants in order to strive for load more sources of goods, the ships also gradually tend to the large scale of the construction, the load and discharge work in terminals’ security problem aspects, also has faced more challenges. After this article induces the effective questionnaire survey material and resulted that when container ships work in the harbor and wharf, each kind of bad process by stowage planning may bring each possible consequence, it altogether has eight items. (A). Produce shifting work and waste loading stowage location. (B). Delay ships navigation of sailing schedule accuracy. (C). Decrease the ship’s work efficiency. (D). Consume the time cost of the wharf’s load and discharge work. (E). Reduce the trust of degree from customer to shipping merchants. (F). Disadvantage ships' stability in navigation time. (G). In the navigation possibly causes the container collapse and overboard accident. (H). The personnel of load and discharge might have the potential hazard and the accident, by way of statistical analysis and the IPA analytic method application. Result shows: in each influence items, the “Consume the time cost of the wharf’s load and discharge work.” is the most influence, it also prove container wharf work and the leader’s thoughts are the same. The article findings may provide the harbor entrepreneur, refer to the container shipping merchants and relative units, saving the time cost of the wharf’s load and discharge work, reducing the container shipping merchant’s business cost in the harbor and effectively increase the whole security of the work.
