Study on the Organizational Change and Functional Evolution of Coast Guard Agency in Taiwan / 我國海巡機關組織與功能變遷發展之研究

碩士 / 中華大學 / 行政管理學系碩士班 / 99 / This paper takes our nation's Coast Guard authorities as the main target of the research, and makes an inquiry into its historical development, as well as the course of the organization's evolution. By summarizing the conclusions, it can be said that three major factors influcing the evolution and the developing process of the coast guard authority at different periods can be identified. First, the pressure caused by external environment, that is to say, the transition of the organization’s role was attributed to the integration of a new agency. Followed by the end of period of mobilization for the suppression of Communist rebellion, the priorities of maritime missions which were used to be based on security of national defense initiated by the military in the past have transformed into a multi-mission organized structure combining military and police forces. As time goes by, because the awareness and desire for a democratic system have arisen, the public expectations to the government are to maintain a strong force to safeguard the safety and security in the maritime realm. Therefore, Coast Guard Administration, Executive Yuan was established to achieve this goal. This somehow reflected the expectations from both citizens and the politicians. However, the organization operating functions were greatly influenced by the former incorporated agencies that possessed various personnel systems. Government organization reconstruction plan appears to create the opportunity for a new turning point for the organization, consisting with reconstruction plan based on the new public administration. This adjustment seems to be an occasion to rationally design a proactive coast guard agency for this country. From January 1, 2012, under the new constituent act of the Government organization reconstruction plan, the Executive Yuan Ocean Affairs Council will be officially formed, as to the Coast Guard Administration will be downgrade to a third level agency under the Ocean Affairs Council. This paper also adopted interview method to introduce, analyze and assess with regard to human resources, internal structure and the development project of the newly established Ocean Affairs Council and Coast Guard Administration, and offered some policy recommendations.
