Urban sustainable governance of selected cities in Taiwan from transport of view / 由交通運輸觀點看台灣都市永續治理-以六都為列

碩士 / 中華大學 / 科技管理學系碩士班 / 99 / In December 2009, the government of Taiwan had restructured and emerged Kaohsiung City, New Taipei City, Taichung City, and Tainan City, which made Taiwan into a five-municipality-country. The restructure of these five municipalities has made changes of the population, land area, and local administrative departments. Although the restructure has pushed the five municipalities toward an international level, the difference among those five cities, financial revenue, education, and transportation effects the management of the cities' future.
This study is based on a transportation aspect with the support of the collected references to evaluate the municipalities of Taiwan. There are 18 categories: population, land area, density of population, usage of public transportation, usage of non motor vehicles, usage of private motor vehicles, length of roads, density of roads, measurement (square meter) of roads, average use of roads per person, statistics of motor vehicle accidents per ten thousand motor vehicles, statistics of the injuries caused by motor vehicle accidents(Type A1 +A2), statistics of private owned cars, statistics of private owned motorcycles, density of cars, density of motorcycles, number of cars per thousand square meters in a land area, parking space of small motor vehicles along the streets as well as in the parking lots.
In this research, the comparison is been conducted into two time frames based on the collection of the transportation management data from the year 2005 to 2010 of the five municipalities and Taoyuan County. The first research is the transportation management data from the year 2005 to 2009, and the other research is based on the data after the restructured emergence among the cities in the year 2010. Based on those two time frames, the goal is to indicate the comparison of "the self" evaluation and differences in these six cities. Furthermore, to use the data of transportation management before and after the restructuring among cities conducts the future transportation management data of each category mentioned above.
According to the transportation management data of each city and county, the calculation of "positive progress (+)” shows that the transportation management from well to worse: Tainan City, Taichung City, Kaohsiung City, New Taipei City, Taipei City, and Taoyuan County. Referring to "the self" evaluation data, the influence of restructuring and emergence affects less in Tainan City, Taichung City, Kaohsiung City, and Taoyuan County. Hence did more influence in Taipei City. Before the restructuring and emergence of the cities, “the self” evaluation shows that Taipei City was arranged at the second position among the four cities. After the restructuring and emergence of the cities, “the self” evaluation of Taipei City dropped down to the least well transportation management among the other cities. The average "positive progress” of Taipei City is 2. In conclusion, the "positive progress” of transportation management of Taipei City improves slower than the other cities.
