Applying HFACS and ROCARE to Explore Potential Risks for Military Transport Aircraft in R.O.C. Air Force / 應用「人為因素分析與歸類系統」分析空軍運輸機隊飛安潛在風險

碩士 / 開南大學 / 空運管理學系 / 99 / Flight safy has been the aviation objective of commercial airlines, the authority, or the military; thus, evry pilot is devoted to decreasig the rate of aviation accidents. This study, based on Human Factor Analysisi and Classification System( HFACS), dicusses the human factor and its percetage in flight defects thruogh the content analysis solely on examples of air transportation corps, with referring to ROC Armed Forces Voluntary Aviation Safety Reporting System(ROCARE).The result corresponds to HFACS theory: every higher level has direct impacts on the sub-categories of the next lower level. This indicates the more interrelationship complication from the superior organization management to airmen’s operation. The finding serves as the analysis of Threat & Error Management(TEM), and the references of accident prevention strategies.
The research shows that on the premise of non-responsibility and secrecy in Voluntary Aviation Safety Reporting System, strategy errors of the superior level, and poor mentality of the secondary level, take up mostly, followed by crew resource management(CRM) of the secondary level. The strategy made by pilots under stress in a bid for mission completion contributes to flight danger, though there is no accidental flight to happen. It is urgently needed for the authority to explore the problems and utilize the exiting flight safety precaution equipment to solve problems thoroughly. The application of HFACS is the most effective method of analysis and category in finding out “Human Errors.”
