Research on Cross-Strait Peace Negotiation Based on 1992 Consensus / 以九二共識做為台海兩岸和平談判基礎之研究

This research is based on the “1992 Consensus”, discussing the peace negotiation reactivated by ruling party’s 1992-Consensus approach. The signing of ECFA is of essence to the Republic of China (ROC). There are currently 23 diplomatic allies symbolic of sovereignty, which remains the same as the previous government. The ruling party employed “flexible diplomacy” as “Chinese Taipei” observer to participate in “World Health Assembly”, and was later elevated to “Asia-Pacific Economic Cooperation”, which yielded visa-free treatment with 114 nations. Taiwan set the record of total import-export value in 2010, with dramatic increase by 32.5% in private investment (the highest since 1966). Taiwan was open to Chinese tourists to increase benefit of tourism. Taiwan climbed sharply in global competitiveness ranking, heightened cross-Strait peace indicator, and promoted local stability, whose achievement cannot be overshadowed by former government’s “1992 Consensus.”
Responding to the change of cross-Strait relations in globalized age, six cross-Strait visions were proposed to account for the origin of the “1992 Consensus”, compare the different grounds, and to explain the ground of “shelving controversies, finding commonalities despite differences” with the hope that Taiwanese can grasp the importance of the “1992 Consensus” and to analyze the 1992 Consensus-oriented new strategy with SWOT model.
Institutionalization of cross-Strait communication channel belongs to the practical issue of institutional construction. The authorities should actively seek support from the vast majority of people and reach consensus with other political parties under the keynote “Set foot from Taiwan, seek benefits for Taiwanese” with regard to fruitfully promoting “institutionalization of cross-Strait rapprochement,” prompting political parties to lay aside cross-Strait political controversy and focus on developing Taiwan. And with the most constructive plank and platform proposed by the parties, boost of Taiwan’s competitiveness is gladly foreseeable and desirable benefit for all Taiwanese can thus be earned.
