The Role of Straits Exchange Foundation andAssociation for Relations Across the TaiwanStraits in Cross Strait Relation / 海基會與海協會在兩岸關係發展之角色

碩士 / 國立中興大學 / 國際政治研究所 / 99 / It has been lasted for sixty-one years, since the cleavage of China into Taiwan and mainland China in 1949 to the held of the Fifth Chiang-Chen Meeting in 2010. In this period, the relationships between two sides across the Strait were sometimes advanced and sometimes retreated. These must be highly associated with the negotiating bodies and the steering mechanism in behind among the two regimes. This study is aimed to investigate the role of Straits Exchange Foundation(SEF) and Association for Relations Across the Taiwan Straits (ARATS) in Cross Strait Relation, and to find that ” are there any important correlations between these two domains?”
Author found that: (1) the consensus of national policy and the level of trust between two leaders were highly affected the role of SEF and ARATS. The higher the consensus and trust, the higher the functions of SEF and ARATS; And vice verse. (2) The progress of cross-strait-relation has gradually affected the identity and the rank of the negotiators. The identity of negotiators was extended from purely private individuals to mixture of government officials and private individuals. And, the rank and position of government officials were gradually raised. (3)The progress of cross-strait-relation affected the subjects of negotiations, including its spectrum and nature. The subjects has expanded from general to functional and economical topics. And, it may involve in a political and military talk in the near future.
